How the Senate is set up?
The Senate is composed of 100 Senators, 2 for each state. Until the ratification of the 17th Amendment in 1913, Senators were chosen by state legislatures, not by popular vote. Senators’ terms are staggered so that about one-third of the Senate is up for reelection every two years.
What is the Senate calendar of business?
The Senate’s Calendar of Business is updated each day the Senate is in session. The calendar, composed of several sections, identifies bills and resolutions awaiting Senate floor actions. Most measures are placed on the calendar under the heading “General Orders” in the sequence in which they were added.
How does the Senate process a bill?
First, a representative sponsors a bill. If the bill passes by simple majority (218 of 435), the bill moves to the Senate. In the Senate, the bill is assigned to another committee and, if released, debated and voted on. Again, a simple majority (51 of 100) passes the bill.
Who controls the calendar of the Senate?

How does the Senate proceed to a bill?
Once a Senator – typically the majority leader – makes such a motion that the Senate proceed to a certain bill, the Senate can then normally debate the motion to proceed. If it eventually agrees to the motion by a majority vote, the Senate can then begin consideration of the bill.

How does the majority party schedule a bill?
For example, after consulting with committee leaders, majority party leadership may decide to schedule a bill for expedited floor consideration. Alternatively, leadership may ask the Rules Committee to start the process of bringing a specific bill to the floor for more lengthy consideration and possible amendments.
